Motorized mobile crane base?

Apologies for my noobness, I just dont know where to start. I want to build a cell phone tapper (Tapster) for a larger proof-of-concept. Ideally I would want only the crane part of a mobile crane, with the rotating base, the crane arm pitch, and the telescoping arm, all motorized and programmable. I do not have a 3D printer, hopefully looking for something off the shelf, or some pointers to which Technic parts I could buy. EDIT: I suppose I am looking for a robot arm. The Mindstorms EV3 costs...
