Would a Junkyard Tribe work as a Ninjago villain faction?

I started with 4 LEGO CMF Trash Monsters and used some spare parts to create a small junkyard faction. I imagine them as scavengers who collect old tech, weapons and broken machines to build their own gear. Kind of a mix between fantasy and technology.
