Wings?! Halp!

possible suggestions? still just sketching out this rough idea of an airship around atlantis and rockraider elements. Wondering if any better builders out there have suggestions: the dream is to have a loose center axle run all the way through this wing/arm/turbine, to turn the brown rock raiders fan, BUT to keep the red engine elements stationary. Obviously can tweak connections and parts some, but I thinkkk its not possible? I haven't come up with anything solid in my tinkering submitted...
