Why is there a clip piece missing on the railing of the UCS Jabbas Sail Barge?

Building the UCS Sail Barge, and upon adding the railing I noticed the instructions do not say to put a clip piece on one corner of the railing when the opposite side has a clip. Even looking at official images of the set, that section is missing a clip. Is there a technical reason or even a lore reason this piece is excluded?
