Why doesn’t LEGO make sets for the villains anymore?

I was looking at the DC and Ninjago sets and almost all of them are for the good guys. How is a kid supposed to play if they only have one side? LEGO DC (Batman): Batman, Batman, Batman, and maybe a villain. LEGO Ninjago: the big sets are basically a giant mech/dragon with some ninjas vs 2/3 randoms. With the medium and small sets, you’re lucky if the villains get a build. I’ve only found one set that’s actually focused on the villains. Is not enough for the ninjas to have 36 mechas, 22 cars...
