I don't think this is the case. Rogue is a combination of evil Jay from Dragons Rising Season 2, and old Jay from the Pilots to Dragons Rising Season 1. So he's a combination of dangerous and goofy. People think he'll go back to his old personality in Season 4, but even if he does get his memories back, he's still gonna have the Shatterspin effects.
