Why did Frak not recognize Jay if he's such a Ninja Fan?

Frak has probably seen Jay while training under Ras and if he's such a big Ninja fan why did he not recognize him? Secondly didn't he ever question anything like how Shatterspin looked like a dark power. And how all his members suits were evil and the looked evil. And the fact that the carried around a giant gong with evil symbols on it? I just think that it's so stupid that Frak did not realize a thing.
