For me, It has to be Chen He caused both Serpentine Wars, worsening the divide between Humans and Serpentine, all for the sake of power and funsies. After the Anacondrai were almost wiped out to extinction, he had the gall to use their remains in his cult, and try to become actual Anacondrai.
