what's the point of mr F?

i have no clue with this guy. he barely shows up and is barely even acknowledged. his rename completely misses the point of calling the original mr E. you can argue every other member of C.O.C.K has a purpose: to utilize the crystallized golden weapons. but he shares the shurikens of ice with the mechanic , a much more important character to the plot. so why is he here? what possible purpose does he have? best thing about him is his design. but that's it. sorry if I'm beating a dead horse I'm...
