What is the most stable way to connect a bogie to the rest of a car without using the dedicated pieces?

I am trying to make a model of the Ottawa oTrain and I don't know how to make a stable base for the carriage that can also connect to a bogie in a way that will let the bogie pivot beneath the carriage.
