What are the odds we see an Elemental Alliance Minifigure Pack or another Legacy set based on S7?

It seems like they’re going all out this year for Legacy, and it seems almost strange that they’d stop just short of making the whole Elemental Alliance, especially considering they’re probably never going to make these figs again. Assuming Dusk will be the 7th anniversary figure (from the website mentioning that it’s an unknown MASTER), could we see the other 3 pop up in a blister pack or something similar? Maybe even include a young Misako minifigure for an even 4? Could we see it pop up in...
