Wasn't the green ninja capable to make fire?

Im watching S11 for the first time, and Im aware that it had a ot of flaws, but, this was more obvious to ignore. In the Zane's vision/dream we can see the Green Ninja can control the four elements, and later Wu would confirm it. Although we have never seen Lloyd using the fire element standalone, he technically is able to do it. So why he don't just lit the campfire of the village? Don't misunderstand me, Kai regaining his powers is needed and I understand that, but later on, he gets lost in...
