Question about submitting a product idea based on an existing IP

If I want to submit a product idea based on an existing IP, and I have written permission from the IP owner, is it good to mention that in my submission? I also used the IP checker, and it said I could submit an idea based on this IP. I’ve read all the rules and terms, but I didn’t see anything directly related to having permission from the IP owner.
