Problem building titanic

While building the titanic set I completed section 1(bow) and section 2(bridge), but while joining them as per step 301, the top 2 axles of section 2 (blue pieces) which are supposed to go in the black long piece of section 1 (see step 95) are loose and only the bottom axle is holding.
