MTT literally came with 0 minifigures

Recently got an MTT set from Disney and it had no minifig parts. I figured this out on the first bag so I didn’t open the rest. But that’s the odd part, none of the bags looked to have been open, though admittedly the small bags seem to be none existent. It seems to me at least like some factory employee just downright stole some minifigures to resell before they were put into the bag though perhaps I’m wrong.
