Minifigures from sets in individual paper bags?

I recently picked up a couple minifigures from a seller on Bricklink - Nien Numb from 75396 and Imperial Dignitary from 75419. Both arrived in individual paper bags, with numbers that don't seem to correspond to anything in the instructions. I checked the pieces and I can see the Lego copyright stamps in what seem to be the right places, so they seem legit. The packaging has me concerned though. If you have these sets, do you remember the figures coming packaged like this? submitted by ...
