Is it just me or are the Enemies of Dragons Rising heavily underpowered?

I recently got back into ninjago to relive my enjoyment 15 years ago when it started. I’ve been buying quite a bit of sets and I’ve noticed there are a lot of builds for the ninja, like a bunch of mechs, cars and dragons. While out of the current sets, the bad guys really only have the small bone dragon in the Lloyd fighter and Thunderfang. I’ve been looking into the retired dragons rising sets and didn’t notice a lot more large builds for them. They had a few things back for Imperium but...
