If an elemental master somehow travels back in time to a time where their element's previous master is still active, who gets to use the powers?

Kai, Nya, and Wu traveling back in time never really explained this. Both young and old Wu didn't use his element. Kai and Nya could use their powers but Ray and Maya weren't present at the battle so we don't know if they could use them.
