I'm making my first train moc, but I stuck at the wheel design

I'm making a BR class 37 for myself and I'm struggling with the wheels. I want them to turn in order not to crash when it goes through a bend, but it is too low or too high when I put the body on it. I probably won't use that design you see on the picture, because it wouldn't be size accurate to the real locomotive. And I plan to fill the 'nose' from below (2nd picture) after I found a solution.
