I haven't been keeping up with the new sets. What exactly is Ninjago Legends?

I'm asking because there is a set rumour of an "Ultra Dragon Battle" that's apparently from Legends. I really hope it's an Epic Dragon Battle remake with the Great Devourer but if that were the case I don't know why it wouldn't just be a Legacy set. So what exactly is Legends to begin with?
