Does this mean the set was previously opened?

Bought the D&D Lego Ideas set 21348 and immediately noticed the bottom factory seals were replaced with clear packing tape across the entire edge. My first gut reaction was to return the set to Amazon for a replacement, but the chatbot was stubborn and refused to offer a replacement. It did however offer a refund for an unopened, unused item. Welp, hard to argue that I did not tape this set back up and that it already came damaged/taped. Plus the set looks sold out on Amazon and everywhere...
