Do you consider Garmadon a criminal and responsible for his actions?

On the one hand: He tried twice to capture Ninjago. He stole the Golden Weapon and Nya. He helped Overlord. He traveled through time to prevent Lloyd from becoming the Green Ninja. And that was only the first time. The second time (after his resurrection), he: Almost killed Lloyd in the Cryptarium. Captured Ninjago, destroying some buildings and homes in the process. Killed Mistake. Killed the Ninja and Wu using his Colossus. That's if you look at it from one side. But on the other hand......
