Can someone tell me why the the those wolverine figures are different figures on bricklink but these Spider-Man figures are considered the same?

I’m trying to collect every Lego marvel minifigure and found it odd that the Wolverine from the X-Jet set and the X-Mansion are different but the normal Spider-man figures and the unmasked Spider-man that came in the apartment set are counted as the same.
