Can someone explain

This is a section from Lego’s Ideas’s policy on being able to make sets for IPs and it’s very vague. I’m joining the platform next year and am very confused on what’s allowed and what’s not. Like, if I wanna make a perfect minifigure scale replica of the Disney ride Tiana’s Bayou Adventure, would that be allowed even though there are already Princess sets with Tiana because my build has nothing to do with the film it based purely on the ride and even the Tiana sets we have half the time have...
