Buying parts for Cookie Monster/Great Wave

Hi, in short, would appreciate help/insight about buying from Pick a Brick from Lego online. also any pointers about adapting the wave crests as claws. I have finally finished my wave. And I'm ready to modify it to be Cookie Monster. I've used layers in a graphic program, made a rough layout and have hit a wall on what quantities to buy for each adjustment.
