Criminal, Woman, Open Red Flannel Shirt over Prison Shirt, Medium Nougat Hair

This Criminal Woman minifigure is appealing to collectors, particularly those who enjoy the LEGO City theme and its various sub-themes like police and crime. The combination of the open red flannel shirt over a prison uniform creates a unique and memorable look, making her stand out from typical LEGO City figures. The detailed torso print and the medium nougat hairpiece add to the figure's distinctiveness.

Collectors also value minifigures that tell a story or add character to their LEGO City layouts. This figure provides an interesting narrative element, allowing for scenarios involving prison breaks, arrests, or undercover operations. The relative scarcity due to appearing in only one set also enhances its desirability among collectors.

The Criminal Woman minifigure is considered moderately rare due to its exclusive appearance in only one set, the Mountain Arrest (60173-1) set released in 2018. Since the set has been retired, the availability of this minifigure is limited to the secondary market, such as Bricklink and eBay. While not an ultra-rare or limited edition figure, its single set appearance contributes to its collectibility.
