Someone took out the minifigs out of our Zelda Lego box and returned it to Amazon.

Has anyone experienced this? I’m absolutely devastated, I had saved money to buy this set to my boyfriend as a birthday gift as it was his number one wish set. When we opened this to build now, we noticed some loose Lego parts in the box, and was confused but saw then that one of the bags had a small cut out hole. However we didn’t think much of that and started with the build. When we opened the first bag and the Link Minifig was missing, then we discovered the bottom of the bag was opened...
